I think it’s supplied by my country. Don’t know. I’ll report to it that it’s blocking something wrongfully though.

If you are affected by this issue, you will have to go into your friend list, wait until you go online, if it says unable to connect to the server, you are affected by the issue.
I’m using dns method
An NNID, doesn’t work with pretendo, A PNID is what you use with the service. As Pretendo Network IDS properly utilize the online revival service.

The reason why broadband might block it is legal reasons. I’ve heard stories of 3ds.hacks.guide being blocked by an isp, forcing us to use Tor. As of now, I’m uncertain. Because there’s no legal complications with Pretendo. Getting in touch with my broadband provider is my main goal. If that fixes the problem, it fixes it across most of the country, too. Also, don’t delete your NNID if you don’t know it’s an nnid.
I myself use a PNID and I have the same problem.
