I have a 8 gb sd card in my Wii U with Wii VC games also on pretend using ssl and I seen people who mod use a 128gb size to mod with should I get a 128gb format it redownload the Wii vc games the mod the Wii U and is it really hard

SD card is not used for game storage on Wii U. That would be a USB drive.
But if you do want a larger SD for Wii U, we recommend formatting the new card to FAT32 (the necessary format) with this great program GUIFormat Ridgecrop Consultants Ltd
