In essence, he may not know everything there is in the technical field of this project, and thus the root cause, simply because others (like industry professionals) have substantially contributed to it. I’m not trying to underestimate Jon, though!
What you bolded is irrelevant. The people I mentioned are helping with infrastructure, not actual implementations of things. They do contribute to the servers, but only when they need to change something to work in the new infrastructure. Bugs in the software are caused by issues in the implementations. Infrastructure design is how the servers are deployed, orchestrated, and managed.
