I highly doubt Pretendo will support Mario Kart Tour servers.
Pretendo wants to eventually support all the games on 3DS/Wii U that use NEX - nothing less, nothing more. While I’d love for Tour to continue somehow, Pretendo is most likely not going to do it. 
I think that the only group which provides replacement services for the mobile games is Kaeru, and honestly, if they revived Tour, they would just give everyone infinity rubies, infinity tickets and infinite Gold Pass and suck all the fun out of it…
