Streetpass relay only working one way

Me and my friend have been trying to streetpass relay each other over friend list, for the past 2 times now i have gotten him but he hasn’t gotten me, any reason why this is happening?

I did see this post earlier but didn’t respond because it seemed like you’d already tried every relevant troubleshooting step, and I didn’t have anything else to suggest.
