So I’m kinda confused about how Spotpass will work. Sorry in advance if I sound dumb, I’m not really tech savvy. Will Pretendo work like old Nintendo where Spotpass data will be available via wifi or will we have to manually download it one by one for each game requiring it?
SpotPass data should automatically download via WiFi as long as you’re connected to Pretendo.

Will I be able to receive letters from my travelers on tomodachi life through this spotpass? (I don’t have any travelers that are mine I was just wondering)

I’m not certain whether that’s something that would just happen automatically or something we’d have to specifically set up on the server side. Sorry, I can’t give a definitive answer on that because I’m not too knowledgeable about that game.
Is Spotpass data available now and if not when do you think it will be because I miss the puzzles on Mii Plaza after I had to reformat my sd card and lost all my data.
I don’t think there is any Mii Plaza SpotPass data on Petendo right now.
