If I use a static type splatoon mod to change the ink colors of my player (which affects other players ink too) will I get banned?
Static packs are client side. you cannot be banned for using a static pack as long as it is client side and only you can see it.
Affects other players? Then yes, you can be banned.
Dont do it server-side, just mod your game so it affects just you.
