Pretendo Network ID Settings For Nintendo 3DS?

I’ve heard that the Wii U supports changing PNID settings, but you still can’t change your PNID birthday on the 3DS. Will there be a PNID Settings app for 3DS to let you change your birthday without having a Wii U? If possible, make the app both .cia and .3dsx.
