It is normal for the loading time in the Super Mario Maker online courses to take 5 minutes to load, I have to wait 5 minutes to enter the online levels menu, and 5 more for the levels to load.
Are you on SSSL? If so, disable Miiverse in Parental Controls.

Unfortunately yes.
If you don’t want to do that, I’d recommend modding your Wii U tbh as you’ll be able to play more games and have a more stable experience.
