If they have a Wii u, yes
(if not, no)

If your friends of 3DS have a Wii U and their PNID vinculated into the console, then yes

You cannot add 3DS Friend Codes as friends on Wii U or vice-versa

Wii U uses NNIDs/PNIDs, 3DS uses Friends Codes in the same way that you had Friend Codes on Wii

I think it’s quite interesting how the 3DS and Wii U feel like their online functions were developed by completely different teams with very little communication, but that’s a discussion for a different topic

The 3DS was released first. There were no NNIDs at the time it came out. NNID implementation was only added later on in a firmware update.

Nintendo added it for two reasons:

  1. To keep eShop purchases protected in case the console broke, everything is tied to the NNID after linking
  2. To increase interest in the Wii U by adding Miiverse to the 3DS
