How exactly do moderators know when certain accounts on the Forum are linked to one another (e.g. alternate account, “evil twin”)?

they either use browser fingerprinting or ip caching and referencing that data with past history of the account. I will not tell you how to do anything relating to bypassing their rules however.
I think it typically has to do with the user specifying if that user’s an alt account or evil twin…
They definitely use identifiers.

Sometimes it might be from the way a user types or behaves on a forum or we have other signals that are able to tell us when we think someone is using an alt
