So I searched around the internet for a solution for this problem and came across a Reddit post where somebody the same error message and the way they fixed it was they went to the Universal Updater app on the 3DS and reinstalled the latest version of Luma, the one that is not the (hourly) and it fixed the problem for them. I did the same and the offline issue has been fixed now 
It means the servers are overloaded. Some people have success restarting their console but try again later - that’s the best explanation for why this occurs

Try updating the console’s luma and it still doesn’t work
