Hello,
This error (101-0722) seems to have started popping up when trying to add friends after the maintenance/migration of May 13th. Other people on the Discord seem to have this problem.
Friends now also takes a very long time to open, I always expect it to give me an error, but after like 2 minutes, it opens, but then there is the adding issue. I can’t find much about this error code so it seems to be a new one.
Can it be fixed?

This is a known regression, it’s being looked into. This was introduced in the latest patches
It seems it has been solved, I can add friends again. Thanks to the team! 
coming here because i’ve just gotten this error code. I’ve just sent 5 friend requests and now this error is popping up. am i being limited?
Looks like there have been occasional reports of this over the past month on Discord. Not sure why this is happening, but I don’t think it’s a rate limit.
