Do i need to sign in on azahar?

I used the azahar install tool or whatever its called on my 3DS to get pretendo on azahar, and I want to know if I have to sign in or if it just lets me play online

Signing into your PNID is not necessary on 3DS or Azahar

wouldn’t you not be able to use miiverse then?

In that case you would need to sign in. Same way you do so on a real 3DS
