Try turning off and than on your ds and make sure you have good internet
It worked from me when it did the same thing

I’m not sure, I have seen the thread but I don’t know what’s causing it.

It seems to be the network issue, I assume you are from Russia. I had the same problem just now, fixed it by setting up proxy server in network settings on the 3DS. It can be a bit tricky though. I used this guide to solve it. As for the proxy server itself, you can just use a free one, just try to google something like “shadowsocks free server list”. Hope it helps.
