Yes. As long as you have a linked PNID on your console, which SSSL is capable of doing, you’ll be able to access the Juxt website on your other devices.
I’m not sure whether you can, I think you have to set up Juxtaposition on a linked console first which you’re unable to do so on a Wii U?
I might be wrong here though

In future, please flag the issue instead of posting publicly about it. I argue that this probably is fine in Support anyways since OP wants to get Juxtaposition running but it’s definitely borderline

… what!? How come when I use juxtaposition on Wii U it loads forever, and when I try and go on the website with my account, it says I have to set up my account on a console! Pls explain 
Because that user was incorrect.
You have to to “create” your Juxt account first, which can only be done on a modded console.
