There’s an error code 001-0105 on the 3DS that applies to the friend list.
It can usually be fixed by opening Juxt but sometimes that won’t work.
Causes of error:
Random: Sometimes it happens randomly, and that can usually be fixed with Juxt.
Updating luma: One time I updated Luma3DS and after fixing my settings, I had this error code for a while.
Nintendo Video: For some strange reason, opening the old Nintendo Video app prevents the system from connecting to Pretendo’s friend list until you use Sleep Mode.
This may just be something else, but 3D Challenge: Ever since I tried the unreleased 3D Challenge 3DS tech demo from 2010, I’ve had issues connecting to the friends list.

When searching for this error, I found 001-0105 · Issue #38 · PretendoNetwork/.github · GitHub, where Jon responds that this just sounds like an error from general server instability.
