In theory, couldn’t two Wii Us with the same PNID on them connect to the same server and have two of the same PNID playing on that server together?

No. There is special console-specific information that gets sent to Pretendo servers when linking a PNID, so 2 consoles could not use the same PNID at one time simultaneously.
