Yes it is possible. I am in japan and most of my friends are from the EU and North and South America.
There may be limitations if a game that you want to play online is region specific.
One pretendo user was saying he was having trouble gaining access to pretendo in China though.
I think that’s purely because of the great firewall, we can’t do a lot about it
Yep, CloudFlare services are blocked on “init” in China, so even the most basic handshakes/transactions cannot be completed on the service.

Unfortunately, this seems to be purely a CloudFlare block and nothing on Pretendo’s end.
This is not a 3DS issue, but a Network issue.
