Tbh, NSO would be way cooler than WFC - WFC is already supported by Wiimmfi + RC24 + WiiLink24 + DoujinSoft Store.
There are currently only 2 known replacement projects for NSO in development or online - Open Course World for Mario Maker 2 and an alternate server for Mario 35 – nothing that is supposed to cover NSO in its entirety.

imo blu-ray is good but there’s not enough cheap or blank ones. CD/DVD would be better for general use.

DVD-RW is good!
Fun fact: Even though almost all optical disc standards with “RW” or “RE” are rewritable, DVD-RW actually isn’t - it’s just an extension of the DVD-R standard.
For rewritable DVD, you’re looking for DVD-RAM or DVD+RW (not “-RW”).
I’m offering to revive a 17 year old school laptop (which currently runs Windows Vista. that’s the worst part.) with Debian. Should I?
You could upgrade it to 7 or even 10 if possible. Also I recommend you check out Legacy Update. It’s a Windows update revival for older versions like Vista.

imo Vista is a no-go. Windows versions? Maybe not. I think that Arch or Debian (With XFCE) would be much smoother. It’d run like brand new butter.
What about driver support? Not everything is supported under Linux, got an old computer that barely has driver support on Windows 10
Old hardware? Linux users love old hardware. That’s not a bother! 
Yeah I would not mess with Vista just because of drivers.
