In China, there are many young women who miss the days when they could write letters and interact with friends. This unique communication method of 3DS can bring some joy to their rapidly developing lives. I really, really hope you can consider it.

As a preempt, Pretendo will eventually support what they wish to support on the NEX library. Swapnote possibly being one of these games/applications.
A slight issue is, in China the CloudFlare service is restricted for use, enforced by the China’s online service restrictions. Though there may be workarounds, It would be ill-advised of me to share anything along that concept.
Unfortunately, even in the instance Swapnote was supported, CloudFlare is still restricted in some aspects, leaving you most likely unable to use it.
On the technical aspect:
Online “censorship” in China operates on the basis of SNI listing, (at least not most content listing) or response listing, most likely Pretendo is listed as a null SNI, overall just being blocked. I won’t go too far, yet VPN’s may be able to resolve this.
Most, if not all Pretendo SNI pointers are disabled in China.
In addition to what was said above regarding China and CloudFlare:
Pretendo aims to revive all software that used NEX. However, we cannot give projected times for support regarding any individual software/feature.
