Error code 006-0102 in Animal Crossing: New Leaf

I am having the same error code 006-0102 but with ACNL when trying to visit / invite using the internet.

Japanese modded N3DS LL, New Leaf cartridge, intentionally have not installed Welcome Amiibo.

I see others successfully using the online play that just launched for ACNL so I’m not sure what I’m doing wrong?

Your answer is basically right there. If you’re not on Welcome Amiibo, then it’s incredibly unlikely that online will work properly for you.

Update to version 1.5 via the Nintendo eShop (by switching Nimbus to Nintendo Network first ofc) and then try again.
