i changed my email but can´t verify as when i click the link i get “Web email validation is currently unavailable due to high traffic. Please try again later.
Verifying via the code sent to your email on a 3DS or Wii U is still possible.”, however i can´t enter the code anywhere
If you have already verified in the console once before I don’t think you can do it again. Here on the forum everyone has an invalid email. The first time you sign in to Miiverse it asks you for the code. I think it is only possible in the Wii U, but I could be wrong.
Do you get prompted to verify when opening Miiverse on 3DS or when signing in on Wii U?

Wii U: it prompts every time you sign in
3DS: should prompt every time you open Miiverse
