Probably meant to say https://dev-mii.nxw.pw/ which is a real private dev version of Mii Creator that has more features that arent available on the public site yet, but access is only allowed for some people , like me

Mii Maker is a browser-based editor for Nintendo 3DS Mii data. You can create Mii characters with Chinese characters and special symbols, upload and edit Mii files extracted using tools like Mii Manager, then save and reimport them back to your 3DS.
It also supports creating special Miis (golden Mii) and generating QR codes that work on unmodified consoles — no custom firmware required.
